With reference to my despatch No.791 of 29th

December, 1939, I have the honour to inform you that the services of an additional engineer are urgently required in connection with the preliminary investigations regarding the

extension of the Kai Tak Aerodrome and to recommend, in view

of the urgency of the requirement, that Mr. W. F. Gilbert,

who is at present employed in Shanghai, be appointed in

accordance with Colonial Regulation No.24. Mr. Gilbert's

technical qualifications and Far Eastern experience render him

especially suitable for this appointment and his knowledge

of tidal research work acquired at Shanghai should be of

considerable value to the Public Works Department.

While engaged on work in connection with the Aerodrome Mr. Gilbert would be supernumerary to the

establishment and his salary would be paid from loan funds

pending an opportunity of absorbing him into a regular post

on the fixed establishment.

Mr. Gilbert's original application on Form P/1 and copies of his testimonials and of the letter offering him

appointment are forwarded herewith for information.

I should be glad if your approval of this

appointment might be conveyed by telegraph.
